having investigated the death of MR ABDOULAH DENNAOUI

AND having held an inquest in relation to this death on 8 AUGUST 2013 at MELBOURNE

find that the identity of the deceased was ABDOULAH DENNAOUI born on 17 FEBRUARY 1990

and the death occurred on 10 JANUARY 2013

at WYNDHAM VALE, VICTORIA

from:

in the following circumstances:

A summary inquest was held in relation to the circumstances of the death of Abdoulah in

circumstances where Abdoulah was in care. The inquest is a mandatory inquest.

Abdoulah was 22 years of age at the time of this death. He was born on 17 February 1990 and at the time of his death he resided in residential disability care operated by the

Department of Human Services, Victoria.

Abdoulah had a significant medical history, including cerebral palsy, epilepsy, chest infections and was regularly treated and medically managed by his GP, Dr Silver, who

attended him at the facility.

In the evening of 9 January 2013, Abdoulah was reported by evening shift staff to have been awake and responsive at 9.00 p.m. and in his bedroom. He was observed regularly throughout the night shift. He was recorded to have been sleeping and breathing normally

on a number of observation reports.

At 7.00 a.m. on 10 January 2013, Abdoulah was observed by the morning shift staff to have continued sleeping and breathing normally. An observation check records these facts.

Abdoulah was recorded as sleeping face down, however, he was observed to have been

normally respirating.

  1. At 9.15 am. an employee attended to wake Abdoulah and he was located sitting crosslegged in his bed slumped face forward with his face into the pillow. He was unresponsive

and he was cold to the touch.

7, An ambulance was called and resuscitation measures were initiated, however they were not effective. There were no suspicious circumstances reported by Victoria Police upon their

attendance.

  1. Dr Melissa Baker, forensic pathologist with the Victorian Institute of Forensic Medicine, reported that the cause of the death was as a result of complications of cerebral palsy and that Abdoulah’s death was duc to natural causes. There were no issues in relation to

toxicology.

  1. Iam satisfied that there were no issues in relation to the care or management of Abdoulah during the course of his residence at the facility, nor were there issues in relation to his

medical management.

  1. In those circumstances I find that Abdoulah Dennaoui died as a result of complications of

cerebral palsy and that his death was entirely due to natural causes.

11.1 direct that a copy of these findings be provided to the family of Mr Abdoulah Dennaoui, the Interested Parties and to the Investigating Police Officer.
